clatter

08 fe550 29hrs valves in spec, runs great. however it produces an engine chatter when there is a slight load at low rpms. the chatter goes away if i just give it more gas and go faster or gear down increasing rpms and staying the same speed. am i just lugging the engine at to low rpm...
