assembly or spring

Hi All i bought a fe 650 dismantled a few years back and have slowly been putting it back together but i have came across a snag. I am not sure how the spring sits on the back of the break peddle, i never seen it assembled. I see there is a 2 mm spacer and a 5mm spacer with a washer on it...
