valves or timing problem

I have a 2001 fe400 that had a camshaft bearing break and spit the balls throughout the engine. I found all of the bearings, replaced the broken bearing, broken balancer drive gear and put a new timing chain on while I had the engine apart. I lined up the dots on the new gear and placed the cam lobes down, but I can't get it started. No feedback that it is even about to start, I have a spark. Could my valves be that far off? or am I missing something with the timing?
 
we had this 'row' a month ago, sutto's of OZ say that your way is right. i say get the ignition timing mark up inline with the screw hole at the top. and get the correct line at that! you'll see where the real TDC is in the doc. go check.

then have the lobes pointing up and see if they look symetrical.

i think taffy has it right. if you put the cylinder at tdc using a dial indicator or a "calibrated pencil" you will notice there is no way you are going to be able to align the dots on the gears. the main reason the dots are there is to get the counterbalancer located in the right place in respect to the crank. i like to align the two gears and dots and then position the piston at tdc and align the cam and connect the chain in that order.
