I have gone through hell and back trying to get my '09 FE450 to run. Turns out it was a bad replacement fuel pump. I am posting this to as a quick 5 minute way of finding a bad pump, perhaps saving some poor soul the aggravation I went through.
Simply remove the fuel line from the fitting at the tank, hook up a piece of hose and blow into it. If you can blow through the pump, the pump is bad, the internal check valve has failed. Make sure you only have a liter or two of gas in the tank.
