Man, you've got a lot of questions 
First, you have to be on the featured posting page. This means that you can't attach a photo from the quick-reply box you see when you're viewing a thread, so click "Post Reply".
Once there, write your post, and scroll down to "Add an attachment". Click browse, choose the file on your computer, and click "Ok" or "Open". Then click "Add Attachment". You can do this multiple times.
Once you're done, click "Submit".

First, find your gallery in the list and click on it. You will enter the gallery.
On the top right you will see this window,
