lights pulsating and battery not charging?

Since I've had my 03 fe400e off the road for a couple of months for an engine rebuild, I've gained an electrical issue :(
The headlight is really dull and it pulses a bit on tickover. I've checked with a multimeter and at idle I'm only getting about 9.5v at the battery. As I slowly increase the revs, it goes to about 10.5v then as the revs pick up more, the voltage drops back down really low. I unplugged the regulator and was getting about 4.5v at the plug leading to the regulator. Have I got dodgy wiring somewhere or is my stator dead? Any help is much appreciated

i know in the us models for 03, they ran the lights dc, and the light switch was CRAP. most other years they were ac.
when checking the stator output, use the ac scale. last i checked, revving gave 50 plus AC volts. make sure all connectors and grounds are good and the bulbs are correct. the regulator/rectifier should output no more than about 16vDC.
