is it possible too use a keihin 3900a-drl on a husaberg fe650

Don't recognise "3900a-drl" but any FCR 39 from KTM later models '08- '11 should work with correct jetting, Taffy will know about manifold compatibility and jetting required.

It would probably be better to use a FCR 41 instead of a 39, especially on a 650.

For reference in 2005 only the FE 450 had a 39mm carb. All the other 450's and 650's got a 41.
