Klim gear is always good. Not sure where you're from in Canada, but as it's cold where I live, I would purchase an entirely different set of Klim gear than the fellow who lives in California. I have seen people wear Klim GoreTex winter parkas (without liners) over body armour with great results.
I had two Valdez parkas for a short while (I sold them for profit in a liquidation opportunity)... and I thought about keeping one because I liked it so much. It wasn't perfect, but it would certainly work.
As for riding in hot weather, a light shell like the Valdez might be good to throw on when/if it rains or gets cold, but take it off and just ride in armour if it's hot.
I have a Scott jacket with removable sleeves that works alright. It's too short for my torso, but that's my fault for buying it.
If I were to do it all again, I would not buy gear with internal rain layers (removable waterproof). I would either buy fully waterproof gear (goretex), or good normal gear with an over-suit for rainy days.
