I have just bought a 1999 fe400e with a standard pipe fitted (very quiet). I do not have a huge budget but would like get a bit extra grunt and perhaps a bit meatier sound from my pipe.

Any suggestions?? do they come with removable baffles etc??

My suggestion would be to leave it stock. Quiet is good. Also, your stock exhaust has a spark arrestor, which is required for riding on public land, at least if you are in the USA.
 
pound for pound i would say that the lineaweaver LX1 camshaft is your best buy for extra power.

MX tailpipe added a little extra grunt.
501/550 headers the same.
keihin FCR39mm carb added little power but made the bike vibrate less and start and run better.
larger exhaust valves - very noticeable.
porting the inlets/narrowing seats - slight change.
39 to 41mm - slightly better in 6th.

i started with 28RWHP and now have 38.

there is a factoy cam called the '53' cam that you may find out there. it's a big improvement but the valve train gets a beating due to it's figure-of-eigth profile.

you always try converting it to a 470 with a 100mm piston?

i wonder ifyou have a different setup than me? my stock 98 fe400 pipe was anything but quiet when on the throttle. the big gun with the quiet insert i replaced it with is a bit quieter, but neither would pass tech when checked at rpm.
