??? i have never worked on a 96, but think it is the same as a 98, and there is no sliding rod seal, it's all internal. the only seal on the clutch is the one that the vertical lever located on the right side drops thru.

if i recall, you need to disassemble the clutch and pull the rod out slightly, then pry the lever out.
if it was mine, i'd wash the lever with a solvent, dry, coat the shaft with a light layer of grease or vaseline and fill the opening with silicone sealant.
