2007 fe650e tire size conversion

Hello, I read that different tire companies have variances in tire fit. If I buy a KENDA or SHINKO dual sport set of the specific size specified by Husaberg, will the KENDA and SHINKOs fit on my 2007 FE650E? Is anybody aware if any other sizes work besides the ones listed here?

SPEC says 90-90-21 front
SPEC says 140-80-18 rear

Not yet plated. I just had the dual sport kit installed and DOT tires. There's a checklist a motorcycle dealer needs to sign off on before I can bring it to the DMV to get plates. Today the guy said I needed a 1 foot of fender to go under the license plate holder as a DOT requirement for this bike. I might cut up an old motorcycle front fender and do that just to get the plates.
 
the problem is that factories measure tyres in two ways. some measure across the carcass and some across the Knobbles.

for instance:
110/100 x 18" Michelin MX tyre (carcass measurement)

is the same dimensions as a:

Michelin 140/80 x 18" Enduro tyre (knobbles measurement)

the system is ****** up! but it would be great if we all found out and put it up here as a reference. by asking the imoporters we can get which way they measure them.... Michelin as i have pointed out are split between the two.
