Ok first of all I’m a newb. Luckily I have been working on boats and small engines professionally (not dirt bikes) for years. I wanted to fulfill a life long dream and own a dirt bike. I did some searching and found the FC 400 for a great price. Ironically my good friend has an FE. The bike had been sitting for the better part of 8 years..... so I started with all the stuff I knew right off the get.
New tires , new chain, new intake carb boot, new manifold boot, new brake pads, new throttle cable,new oil, new oil filter, new fuel line, new spark plug, valve adjustment, radiator flush and fill and some other minor things. I took it to my mechanic to clean the del Orto carb as i new it was going to be bad. He cleaned it in the ultrasonic for almost an hour to get all the grossness out of it. I inspected before it went back on and really was done well. Thing ran ok for the first day but was “after firing” when I would let off the throttle. When it was warm that day it started off one or two kicks each time( I was very excited). On too day two I got all suited up walked out and swear I kicked that thing 40 times. Once it started it seemed to run well (still popping on Decel) but otherwise okay. It went on like that for the remainder of the summer fixing every now and then (hard start with popping on Decel). I now cannot get it started for the life of me. I checked the mixture screw and turned it back two and a half turns from full rich. I checked to make sure I had spark and did although the plug showed symptoms of being extremely rich quite black after maybe 5 hours total of running. I am concerned something else got messed with when it was taken apart for cleaning and really would love to make this thing more a labor of love vs not running at all. Thank you in advance for any help you all can provide. Not to complicate things more but when it choke is on it almost seems like it has no or much less compression when kicking.
 
Test your stator:

Up to 1998 >>> black & red 1750 Ohms
> black & green 23 Ohms

are you sure you're not activating a compression release?
