09 FE450 Brake Pads

Hi all. I am just looking at changing the brake pads on a 09 FE450 that I have just purchased and noticed that the rear outside pad has a piece of insulation and a steel sheild between the pad and the caliper piston. None of the other pads have this and the parts listing on line doesnt show it. Should all the pads have this shield or is it something that you get when you buy genuine brake pads. I know my XR400 has it on all pads. Any help will be greatly appreciated.
 
The insulation is, no doubt, to reduce the heatflow from the pad to the caliper and brake fluid.

The tin shield may be to maintain the integrity of the insulation or as an anti-squeal vibration damper.
 
Insulating against heat was what I was thinking as well. Went to the bike shop today and had a look at a 2012 FE450 and it is the same as mine. Only on the back of one pad on the rear where it sits against the piston.
