Weep Hole Oil Leaking with new seal and bearing

I changed water and oil seals with new ones but oil still coming from weep hole. Bearing has two sides so may i install it wrong side? One side of bearing has an plastic so which side i have to put oil seal?

You can see from pictures. Which side is correct?

My bike (2001 FE400E) had the bearing seal installed on the water pump side of the bearing. Is that correct?
I don't see any doc pictures that show it clearly. Seems to me like the seal should be on the inside, toward the gear.

Similar question. Weep hole on the water pump still leaking some oil; I bought a new KTM blue seal. My question is this - where should that seal be positioned? By that I mean how far in/out along the shaft should it be positioned?

I've place it flush to surface of the pump cavity. Should I have shoved it in deeper, so next to the bearing?

Step 1: Mount the sealing onto the bearing to avoid the risk of the lip not slipping over the inner ring of the bearing.
Step 2: Push the bearing down into the transmission cover, with the sealing side first, until it bottoms out. Use your hands and gentle "massage" with a plastic/rubber hammer/mallet.
