Yes it is.... and they (CARB, the state gov entity) are the jerks that make it impossible to convert MOST any dirt bike in CALIFORNIA.
Also the reason for the myth that absolutely NO dirt bike can be converted.... is endlessly repeated. It's actually not to far off from the truth.
You'll notice, OP was asking about converting a 2010 FE450 Husaberg in CALIFORNIA.
You may (probably will) have to get the executive order printed out with the .gov url to show the DMV that CARB gave this bike a pass, thanks to it's KTM engine. Don't expect DMV employees to know nor care...
Hopefully the info is clear and easy for Californian's to find now. Was NOT that easy for me to figure out, but the executive order was easy to find once I knew to look for it and why.
